The DW book has its sections bookmarked, but it is still the DW rulebook. Expect heavy bolding of every second word, and the need to cross-ref a bit. But its still better than 1.1, and referencing sections is easy enough.

I was on the fence about giving Dystopian Wars another go (I haven't played much since 1.0, and then only with the starter set), but knowing the rules are free might be just the incentive I need (no need to spend money).

The updated rules system looks alot cleaner. I'm keen to play this game again.
I particularly like the simplification of the tiny fliers and carrier interactions
