So I got the skarre model in a 2nd hand deal but she is missing the skulls from her backpack and it really needs something there.
The GW skulls are a bit too large so I was wondering if anyone knows of some slightly smaller ones.

I'm not familiar with the skarre model but perhaps you could cut some skulls off a Chaos Marine's backpack or that of a Space Marine Chaplin (which i believe feature small skulls instead of the normal round exhaust thingys)

THere is a wide range of small skulls at your local orphanage.

OR I think Eureka make packs of skulls, though dont quote me on that. Might want to have a search on their website, or do a search here, there have been other threads about skulls IIRC

Sculpting skulls is really easy. I'll put up a tutorial or something.

You could always use one of the metal skulls that you get as an agitator in pots of Reaper paint.

Zippy, if you've got a few spare space marine bikes hanging around, the back poles for the bikers have itty-bitty little skulls on them, I reckon they'll be close to the size you require

Yeah most likely, problem is I dunno what I did with those poles after I lopped them off my bikes.
However sifting through my bits box I have come across an interesting alternative.
I found a tiny dragon head that is likely a banner crest from a high elf regiment, however he seems pretty lonly by himself so if anyone can take the trouble to mail me an other one it would be much appreciated.
