Greetings,
This is my first army list for 8th edition, I played Warhammer back at the advent of 6th so am familiar with the history/geography of the various races but am completely new to the rules and mechanics of the game. I am still learning the rules so it is possible that I have overlooked selection requirements but as a far as I can tell this is a legal list.

The spell weaver should be a Vezier?
war dancers like guild assasins or something? (not to sure there)
but sounds like fun to me

Vezier sounds good to me. I will do a bit of research and see if there are any other appropriate synonyms.
As for the wardancers I think assassins would be extremely appropriate.

Djinn are definitely on the cards. I am planning Lesser Djinn (Dryads) and Greater Djinn (Treekin). In fact, this is how I intend on modelling them.

No plans from a Treeman just yet. Given the prevalence of cheap flaming attacks and magic missiles I can’t justify the investment in points in the current meta.

Parade-rainer-uponer here... but can the WE BSB take a shield. If you plan on giving them rathfire blades they can't use it anyway.
I go with gamblers armour and rathfire blades.

If he can take magic armour he can take a magic shield, even if he normally can't take a shield due to book oldness.

He's not a BSB and he has the option of taking magic armour so I think it's OK.
Also, I don't see the point of running a BSB in a WE list. Can't think if a build where the benefits outweigh the points investment

failing a panic check against counter gunline armies, a unit breaking/destroying, probably the only places you'll really come across it. Does come in handy against some spells and effects that require a LD check in order to get out of death/bad things free.

Sorry my bad. I just assumed it was a BSB because yeah they are pretty crucial. Without static combat resolution bonuses like ranks and standards you will often lose a first turn of combat. Further your archers, eagle will need to flee charges a lot of the time.
That said you can play without them as they are hard to kit out.
