Hey guys,
Just an interesting question I had while working on my pre-heresy Night Lords army. Did the legions have Librarians during the Horus Heresy or did they come afterwards?
I remember reading something about the Council of Nicacea which related to the use of librarians within space marine chapters, but that was post-heresy.

before the heresy & after.
the coucil of nikaea was held in the 31st millenium & presided over by the emperor. the main groups involved were those who advocated the exploration of sorcery, those firmly against it & a group of librarians who proposed that psykics be used but under strict limitations. the edicts of the council were that all librarians cease the practice of psykery, that chaplains be established in all legions to monitor psyker activity and that all unsanctioned psykers (ie, not astropaths & navigators) be terminated. the librariums of all legions were shut down, but this only lasted for a short period as the heresy showed that there was a need for some form of psychic defense & was it one of the first edicts reversed in the 32nd millenium.

Certain Legions never had any Librarians ever even before the Council baned them. Emperors Children come to mind and a I belive the Death Guard never had any either. Night Lords had some, but not many. The most recent novel in the Night Lords trilolgy (Void Reaver) mentions something about their legion not having any till after the heresy I belive because Konrad Curze dispised psykers (something like this fairly sure, can't remember the exact thing it said).
Night Lords def have Psykers now though, mentions that in the new book. Most Chaos warbands use Psykers rather then Navigators to travel through the warp as they better at doing it (don't need the emperors beacon to find their way).

I was of the understanding that the edict was NEVER reversed.....

The Emperor's Decree would prove to be a severe handicap to the Loyalist legions that fought for him during the Horus Heresy. During the Battle of Calth, when the Word Bearers summoned hordes of daemons, Roboute Guilliman ruefully considered that Nikaea had deprived the Ultramarines of their best weapon against denizens of the Warp, the Librarius. Guilliman also resolved that, if they survived the battle, their first order of business would be to see the Decree abolished.
During the Battle, Nathaniel Garro, a loyalist Captain of the Death Guard, recruited Tylos Rubio, a former Codicier of the Ultramarines, on the orders of Malcador the Sigillite. Malcador later gave Rubio free reign to use his psychic abilities, but did not indicate whether this permission was a step towards abolishing the Decree altogether.
Despite the Emperor's decision, in the aftermath of the Horus Heresy enforcement of Nikea ceased. By M41, the choice of whether to have Librarians was left to individual chapters. The Salamanders explained to the Marines Malevolent that they felt Nikea was outdated.

My question is, why did Rob's realisation take 8000years in realspace time to come to fruition?
Slow administration? Lost the paperwork?

But the Emperor never reversed the decree himself and so all you Chapters out there that are using Librarians are Heretics!! Abhor the Witch!!!

The Big E didn't have to. The High Lords speak for Him, and Guilliman had a seat at the table. If he wanted it done, it would have been done.

That's good news then. I read through the lexicanum article that Starfire posted and it mentioned a head librarian of the Night Lords legions, so one would assume that they would have at least some librarians.
Time to start working on my librarian conversion using the Sevrin Loth model.
