Biomancy drops toughness by one, cast it twice for -2, charge with rads to take anything toughness 3 to 0, and because it is dropped to 0 the model is killed right?

Yes, but you would either need a model that can cast the same power twice (which I think is just Eldrad, and he can't take biomancy) or to roll up the power on two seperate psykers, which is pretty unlikely..

Don't Grey Knight go off their Mastery Levels for switching powers? So an upgraded Libbie would have three powers?

Plus you can ally in another librarian from another list for another one... I dont imagine it being a be all end all tactic, just something I noticed...

This got me thinking a librarian could take 2 powers but could only use one per turn making them a level 1 psyker right? An epistolary can take 3 but use 2 right?

A force weapon gave an additional psychic use that could only be used for the weapon or was I incorrect in that ? is that how they work now anyways?
