I´m pretty sure that the Treeman can march and shoot. Not sure about the first question though.

Q. Does the Deepwood Sphere affect enemy models engaged in
hand to hand combat?

A. Yes. The description states: "All enemy models wholly
or partly within the same wood as the bearer take a single
S5 hit at the start of each Wood Elf magic phase."
No exception for enemy models engaged in hand to hand combat
is given. In addition, as the affect is not classified as a
shooting attack or a spell there are no general rules protecting
enemy models in hand to hand combat from it.

Q. Can the Treeman and Treeman Ancient perform a Stand & Shoot
charge reaction with the Strangle-root attack?

A. No, the Treeman and Treeman Ancient can not Stand & Shoot.

S. Direwolf FAQ Council Interpretation

As this question has been a matter of significant debate the
Council has provided the following rationale for the answer.

* No other Monster in the Warhammer system with a specialized
shooting attack is allowed to Stand & Shoot (e.g. Salamanders),
nor can you Stand & Shoot with a breath weapon (Rulebook page 94),
thus it follows that the Treeman should not either.

* Page 19 of the Rulebook restricts the ability to Stand & Shoot to
"missile weapons". "Missile Weapons" appear to be defined on
Rulebook page 57 as "Missile Weapons are bows, crossbows, and similar
weapons whether simple or primitive like a javelin or more
complex and advanced like handguns and pistols." The
Strangle-root attack does not meet that definition.
