It's probably not what you're implying, but it's just that the wording here comes across to me as "if you don't have a bunch of transports and tanks, your list doesn't comply with the rules, therefore will be rejected" (as in this case, it seems you want armies themed around infantry mounted in transports)
I grew extremely bored of running mechanized lists a few years ago. Ironically enough, since 5th ed came out, 90% of armies I come across are mechanized.
My Eldar army is about the only one that can currently reach 2000 points and is fully painted. It's mostly infantry (rangers, scorpions, warp spiders), with a couple of war walkers being the only 'vehicles'.
All of my other armies that could reach 2000 points are undergoing the slow process of having their paint stripped - now that I feel my painting and modeling skills are on a good enough level, I'm redoing most of my older armies.
So, I take it you'd have no problems if I bought along my infantry Eldar force, even though it isn't a mechanized force?
